Airtel-Vodafone understands the local population’s concerns regarding the expansion of visible telecommunications installations on the unique and precious Guernsey and Jersey landscape and environment. Airtel-Vodafone is working with the States Governments, Regulators, Planning Authorities, Competitors and interested parties to ensure that its delivery of leading edge world class mobile telephony 2G/ 3G services does not adversely impact the local environment.
To meet this aim, Airtel-Vodafone has endeavoured wherever possible to build its network and sites from outset with the ability to be shared in the future. Airtel-Vodafone fully supports the principle of site sharing in both Guernsey and Jersey and welcomes applications from other parties to share its sites and antenna structures.
Airtel-Vodafone has led the expansion of telecoms site sharing in the Channel Islands and proactively taken the initiative to encourage further site sharing by :-
• Constructing a significant proportion of its standalone/ Greenfield sites with the capability for future sharing, ie the strengthened monopole foundations, shareable towers etc
• Dramatically reducing site sharing rental costs - see Airtel-Vodafone Site Sharing Rate Card
• Simplifying and clarifying the site sharing process and commercial documentation
• Airtel-Vodafone proactively driving and managing the site sharing design to implementation process
• Simplifying shared site access arrangements by developing a single Safe Working Permit process
Subject to local planning timescales, Airtel-Vodafone believes that site sharing can be completed between 4 & 8 months from outset.
Site Sharing Process
• Agree that proposed Airtel-Vodafone site is capable of being shared
• OLO confirms site equipment/ antenna details
• Airtel-Vodafone produce design for shared site & provide fixed cost pricing for site modification work
• Airtel-Vodafone approach site provider to confirm agree to sharing
• OLO & Airtel-Vodafone agree shared site design and commercial proposal – development, implementation & annual rental costs
• OLO and Airtel-Vodafone sign site share agreement
• Airtel-Vodafone prepare and submit planning application
• Airtel-Vodafone progress planning application with local planning authority
• Planning consent gained
• Airtel-Vodafone procure modified steelwork, groundworks etc and arrange installation
• OLO arranges power and backhaul connectivity (via leased line/ microwave)
• OLO arranges for installation of hardware and antennae on site, using Airtel-Vodafone site supervision
• OLO commissions and activate site
• OLO & Airtel-Vodafone agree hand-over to operations
Airtel-Vodafone Responsibilities
• Design modified shared site – Chargeable to OLO
• Collate, submit and progress shared site planning application to secure planning consent – Chargeable to OLO
• Secure site provider approval for site sharing
• Procure & implement sharable site structures and groundworks – Chargeable to OLO
• Arrange & supervise OLO installation of equipment & antennae
• Arrange & supervise commissioning and activation of the site
• Maintain the site and shared infrastructure
• Manage site rental with the site provider
• Provide access to the OLO for planned and emergency maintenance in accordance to the Airtel-Vodafone Site Access Process.
OLO Responsibilities
• Confirm shared site access & equipment/ antennae requirements to Airtel-Vodafone
• Fund shared site design and planning application work by Airtel-Vodafone
• Agree and sign the site sharing framework agreement with Airtel-Vodafone
• Procure and implement electricity supplies and leased line connectivity
• Obtain backhaul microwave licence from Ofcom, procure and arrange implementation microwave hardware
• Procure, supply and arrange installation of hardware and antennae
• Liaise with Airtel-Vodafone to schedule site implementation and commissioning, subject to availability of Airtel-Vodafone supervision availability – refer to Airtel-Vodafone Site Access policy
• Pay electricity usage and lease line charges to providers
• Liaise with Airtel-Vodafone to schedule site implementation and commissioning, subject to availability of Airtel-Vodafone supervision availability – refer to Airtel-Vodafone Site Access policy
• Liaise with Airtel-Vodafone to schedule planned and emergency maintenance site visits subject to availability of Airtel-Vodafone supervision availability and providing suitable notice – refer to Airtel-Vodafone Site Access policy
• Maintenance of OLO hardware, cabling, antennae and fixtures
